Let's hear it! Should I get the base game alone or buy the one with the Dark City Expansion?

Where are you from, sir? In Canada I don't think they even sell the original without the Dark City anymore.
If you have the option, DC provides some great new buildings. Purple ones, that is. Factory, Poor House, Wishing Well - all great additions. I think there are 14 new purples. Most of them are excellent.
The characters... they're alright. I don't like the majority of them in comparison to the originals. It does add 2 character #9s (Queen and Artist), in case you wanted to expand the game to 2-8 players from 2-7.
Overall, it's not NECESSARY. I'd get it for the buildings, and maybe for the Witch, Wizard, Emperor, Queen and Artist.

If you are going to get one, and don't already have one...just buy the current edition. The Current version sold by Fantasy Flight has the Dark City included anyway.

Depending on what my FLGS restocks, I might get the option of either one. However any type of game on BGG are much more expensive here in Asia (dues to currency conversion and purchasing price parity) so I've always need to justify the buying of each new games.
How does the new expansion change the game or does it even do that, does it only adds whats already there?

Some of the new buildings are nice, but the new characters are not worth it. So: no. Maybe if you've played the basegame 60 times, but otherwise: pass.

Aye, nothing new, as far as mechanics or gameplay.
You'll get 10 new characters, but the 8 originals are great - the best, in my opinion. You'll also get some new buildings, which are cool but unnecessary.
Knowing me, I'd be unhappy without EVERY single expansion for EVERY game that I've got, but for you, sir, you'll have to make that call. If there was an expansion to skip, Citadels' would likely cause me the least angst if I didn't own it...

The expansion set of characters are nice if you plan on playing this alot and/or will get sick of the existing characters soon.
For me, Citadels was high on my wishlist, as I really did enjoy it after someone introduced it to a group, even though it ended up getting little play in the long run. The Dark City exp was nice for us, but not essential by a longshot, but I will admit it was nice trying several games with those new characters and expansion purple buildings.

If you haven't played the game yet, you can try playing online on BSW to get a better feel for how this game will fit into your tastes and those of your group(s). However, this is only vs real players online, so you'll want to consult the online rulebook to know what the rules are, certain quirks with how things are implemented, and to understand how the interface works.

This lets you play Citadels as well. You have the option to play vs AI, so it'll no doubt be more user friendly if you've never played the game before. The purple expansion cards are implemented here, but NOT the Dark City characters (#1 through #9 plus the other #9.... Witch, Tax Collector, Wizard, Emperor, Abbot, Alchemist, Navigator, Diplomat, Queen, and Artist), but at least you can get a taste of the former to see how they work out.

If you get this version, it'll come with Dark City expansion. Note that this is also indicated on the box cover.

I bought the version that had Dark City included, but I was kind of surprised to realize that not too much changed when we swapped in characters. I would say that Artisan is the only character that really introduces a new concept (we never used the Queen, because our group is small). Otherwise, the archetypes are similar -- this one gives you card advantage, this one sabotages an opponent's plans, etc.
