Unfortunately, you're probably out of luck. I bought a copy directly from the designer at my local con (FlatCon) many years ago. It was very much a self-published effort, and it looks like he did not make the transition to digital distribution. Used copies in the US have dried up, and the only way it probably would have made it to Europe would have been if someone bought it here and resold it there.
I'd suggest trying to contact the designer, but his website seems to have disappeared.
