Yes and no. Operation Overlord was the specific operation of D-Day. In order to more fully enjoy it, you need to play the Overlord rules.

Memoir Overlord is the term for games with two boards side-by-side usually requiring two sets of miniatures to play. Each sector is commanded by a different player with an overall commander handling all the cards.
In BattleLore and Commands & Colors: Ancients, the double-board scenarios are called "Epic".

There is also a specific Memoir '44 expansion that is called "Operation Overlord" and it includes a specific deck for overlord-style games (the two boards next to each other), tokens that can represent more troops from several nations, 8 additional dice, and a rule book specifically for the overlord style of play.
You can still play Overlord battles without this expansion but you'll need two base games and the cards are a little more difficult to figure out.

With "Operation Overlord" you do not need a second base game, nor a second of any of the "Army Packs", when playing with the "Battle Maps" overlord expansions.
