On page 7 of the QWG Games rule book:
Quote:
Majority
{ ... }
Tie:
If several players own the same number of houses in a city, the player whose first house precedes the first house of all other tied players' {sic} ranks first. There's always only one first and one second player qualifying for for first and second rank.

So that makes sense, until the rules lawyers start asking what the word "precedes" means. On the one hand, it could refer to chronological order of building. On the other hand it could refer to spatial order around the U-shaped track. Most of the time both interpretations lead to the same result. However, once the second to last space is occupied and building happens in the reverse direction, the two interpretations diverge.

Personally, I favor the spatial interpretation. Otherwise, the choice of building the first warehouse on either the first or second space makes no sense. But for the sake of the rules lawyers in my group, how would you all define the word "precedes" in the quoted paragraph?

In my interpretation, it means the house closest to the beginning of the track.

In this image:

Yellow would rank first. Blue would rank second.

Although this answer is correct in respect to the question of the OP it is completely WRONG in relation to the picture uploaded, In that picture we are before the reverse building of warehouses and hence red is first and blue is second.

The version of the rules I have states clearly one counts from what is basically the last build, in my version of the rules it is also the example that is given in the picture. So if the picture of the respondent had included builds up to the 12 field on the right and then rebuilds on the beginning end as shown then yellow would be in front.

Precedes means to come before. It matters not what stage of the game - the first box is the first box, the second box is the second box.

This is the example from page 7. The image shows the green player with two warehouses and the blue player with two warehouses. The green player is given the first bonus because he built earlier - just as in the image I used in my example.

Notice the example says if Red builds (giving Red two warehouses) he would be awarded first place due to his initial placement.

In the second example (further along in the game where the entire city is filled) the rules state the same way of breaking ties is in effect.

I'm not sure how you interpret the rules, but I think the example I used is correct.
