The BSW implementation isn't letting me or my opponent play to found a second settlement....is there some UI trick to getting it to let us do this?

I had issues with that as well - even trying to burn 2 cards did not work.

We didn't even get that far. We'd go to place it and it didn't prompt us for payment, it just said that we had insufficient cards (which was not possible for either of us given the number of cards we had and the resources already present on the board...including the extra card for the previous settlement).

Well, I did find that you had to have your payment cards selected before placing a tile.

The interface does work for establishing new settlements, but can seem a bit fiddly. It is never fun to get the "idiot buzzer" on BSW! It still happens to me playing that game in particular. Just make sure you are clicking on enough cards before placing your chip and you should be fine. It can be tricky to remember exactly how many cards you need to place - e.g. If you need a forest but there is not one printed on the board you either need to use a forest card, or two other cards for a wild, plus an extra card(s) for each new settlement you are founding on top of the first one. I don't get to play too much - but hope to see you out there!
