I picked up the import version since I liked the smaller box size and actual currencies it uses. My question is whether it's considered rare and OOP.

It's OOP, but not all that rare or valuable; new copies can be had for less than 5 euros.

Now, the Rio Grande edition is hard to find (due to a small print run), and is slightly desirable to collectors for the English.
