For the battle Carrhae it says the Marian Legion rules limit the Roman mobility. How?

Also I know that the Parthians won this battle but with the exception of the battle hands (6 to 4) I don't see how the Parthians have an advantage here. Rome has one heavy unit and 9 medium units while the Parthians have only 3 heavy units and the rest are light units.

I'll play this scenario but something doesn't feel right about it.

The Julian legion rules give you this ability, plus allow medium and heavy units to move 2 hexes but not battle. The Marian Legion rules just give you the ability to throw pila, so the Marian rules are more restrictive.

The Parthians are all cavalry, which means that they have a lot of mobility.

Marius Legions Rule
Starting with Aquae Sextae and all later battles in this expansion, Medium Roman Infantry units are armed with pilum and sword. These units are now missile weapon capable units and must follow the rules for Ranged Combat units. The unit has a range of two hexes and will roll 1 battle die when it holds or moves only one hex.

Julian Legions Rule
When the Julian Legions Rule is in effect, all Roman Heavy infantry (red square symbol) and Medium infantry (blue triangle symbol) units are armed with pilum and sword and will follow the rules for Ranged Combat units, per the Marius Legions Rule. The unit has a range of two hexes and will roll 1 battle die when it holds or moves only one hex. It may not use Ranged Fire if it moves two hexes.

In addition, all Roman Heavy infantry (red square symbol) and Medium infantry (blue triangle symbol) units may move one hex and close combat as normal, or may move 2 hexes and not battle.

The higher command, greater mobility, and greater missile range all give the Parthian side enough advantages to prevail.

Typically in the games I've played of this scenario, the Parthians weaken the Roman Medium infantry with range fire, controlling where the action takes place, then cleaning up with the Cataphracted Cavalry.

As long as the Parthians are careful with the positioning of the light cavalry, not allowing them to be pinned or taken by BAN rolls from ranged attacks, they should prevail more often than not.

The only problem I had with this rule is due to the odd wording in the Maruis Legions section (see bold text below):

This implies that a Marius Legion unit has the ability to move more than one hex in a turn, otherwise the word "only" is NOT required in the sentence.

But my understanding is that a Marius Legion can only ever move one hex, and can then CC (normal number of battle dice) or launch a ranged attack with 1 battle die. (and to be complete, if it holds it still only has one battle die for a ranged attack).

It is only with the Julian Legions that you have all of the above AND you have the additional option of moving two hexs and not CC or ranged attack.

Yes. The "only" word also confused me.

You can check the actual rules also from reference sheet where it is clearly stated that only Julius legions can move 2 (and not attack). Marius and Imperial have same rules albeit different reasoning.
