I have all the expansions and have been playing for several weeks with my son. I didn't get it to play tournament rules, so I am assuming this falls under a Tournament Rule answer - but here goes.
The rules state that you can play multiple "Public Feeling" cards. How can you play more than one when there are only 2 in the deck and each player gets one?

In expanded play, each player gets one Public Feeling card in play and none are in the decks, since both Public Feelings are out.
This means each player can have only one Public Feeling in play.
In tournament play, you can have both Public Feeling cards in your deck, but none start out in play.
This means each player can have two Public Feelings in play.
