I got a reply to an inquiry at Rio Grande stating that they no longer have Diamond Joe available. I thought that I could probably improvise a canoe, however, the rules no longer seem to be on the Zoch website and the rules in the 'files' section will not open (for me, at least). If anybody has a file with the rules I would appreciate a PM.

I just copied and pasted the rules from the files section below. Formatting may be screwed up.
Diamond Joe – Niagara Expansion Diamond Joe is a frightened old man who’s learned to stay alive this long by cooperating. He is spurned from society, mad as a loon and likes to look at pretty things.
Material: Diamond Joe’s Canoe
Set Up Place Diamond Joe’s Canoe on the first river field (by the beaches).
Game Play: Loading Diamond Joe: After all players perform their moves, and move the river as normal. Afterwards, Diamond Joe loads one Gem available at the Gem site on to his canoe. He always loads up a Gem in the color of the site. If only Gems of a different color are available then no Gem is loaded up.
If the canoe is not at a Gem site or if it already contains a Gem then nothing happens. Diamond Joes canoe is never unloaded at Gem sites.
Moving Diamond Joe: After Joe has loaded, Joe then moves as many spaces as the number on paddle card of the starting player. The cloud does not move Joe. Joe first moves upstream. As soon as it reaches the first river field (by the beaches), the canoe changes direction and starts moving downstream until it runs out of movement points. If Diamond Joes crosses the river tongue then he moves down the right river-arm.
Diamond Joe never beaches. He can fall down the waterfall. If such a disaster were to occur Diamond Joe is placed on the first river field (by the beaches) again at the start of next turn. If he had a Gem on board then it is returned to the matching Gem site.
Meeting Diamond Joe: If you land or begin in the same field as Joe he can be very generous:
• If your canoe is empty, then you may load Joes Gem into your own canoe. • If your canoe is filled, then you may swap your Gem with Joe. • If Joe’s Canoe is empty, then you can give him your Gem. • You may choose to do nothing.
The offered actions are voluntary and do not cost any paddle points. In accordance with the standard rules of the game, these actions may not be performed while passing Joe. You must have ended your turn or begin your movement on the same field with Joe, only then may decide to take the actions.
Diamond Joe hopes that you fight amongst yourself over Gems, he just wants to fish, taunt the bears and babble to himself.

If anyone is planning on getting the base game Niagara, consider buying it from PlayMe.de, as they are bundling it with the Diamond Joe expansion.

It's the German version, but the playing material isn't language dependant and the rules come in English and French too, so this means only the box is German.

As of January 2012, RGG still has some. Just got mine in the mail the other day.
