22.3: Sertorian Set Up:
There are no Spanish Heavy units, and the rules have no provision for building them (only restoring to full strength - see 8.2.1). I would suggest that the Sertorian Player may build one full strength 3-4 Spanish Heavy unit instead of two 2-6 Spanish Light units in the Reinforcements Phase. This is no great advantage for the Sertorian Player as he gets 3 strength instead of 4, but it does help him to reduce stacking and besiege Major Cities if he desires. Also the Sertorian Exiles unit sets up at reduced strength. I assume that it can be restored to full strength as if it was a Sertorian Legion, otherwise there is no provision for it to achieve full strength at set up in Scenario 22.2.
23.6: Removed Cards - Number 4 (Roman Entrenchments)
Should this be Card Number 2 (Sulla Rewrites Consitution and Retires)? Sulla would have retired by 78 BC, but I see no reason why the Romans should be prevented from entrenching.
19.3.2 "All of his units in excess of the limit suffer a step loss"
I would suggest "Half of his units in excess of the limit suffer a step loss, rounded down if they control the province, rounded up if controlled by the enemy or it is uncontrolled (15.2)". I have no problem with armies suffering attrition, but it was too easy for one side to dump a load of units in a province with his last card in order to wipe out his opponent. A Republican Army will till suffer if he wanders into a Sertorian controlled Spanish province without due care and attention.
15.2 Provincial Contol
To make the capture and retention of Major Cities and Tribal Areas more meaningful I would suggest counting each Major City as 3 spaces, each Tribal Area as 2 spaces and Minor Cities as only 1 space for calculating the control of a province. This has the additional benefit of reducing the ability of he who moves last to take control of a province by dropping off units in Minor Cities and then killing his opponent with attrition (see above). This would make the areas needed to control each province:
5/9 Lusitania
8/15 Western Celitberia
9/16 Eastern Celtiberia
8/14 Further Spain
9/17 Nearer Spain
6/10 Transalpine Gaul
4/7 Cisalpine Gaul
3/5 Picenum, Etruria, Latium, Bruttium and Sicilia
3/4 Campania
4/7 Lucania-Apulia
8/15 Asia
5/8 Bithynia
5/9 Pontus
4/6 Pamphylia & Lycia
2/3 Galatia, Cappadocia and Cilicia

Re: Rules Suggestions 16/09/10
SPARTACVS: Phil Jelley’s Unofficial Amendments, 16th September, 2010
8.2.1 Spanish Units (Delete and replace with): The Sertorian Player places one Spanish light unit per Sertorian-controlled Spanish province in an unbesieged, friendly-controlled space in that respective province. He also places two Spanish light units or one full strength Spanish heavy unit directly with Sertorius if he is in Spain and unbesieged. The Sertorian player may choose to use some or all of his reinforcements to flip reduced units instead of building new full strength units – in this case, for every Spanish light unit not taken, he may restore one reduced Sertorian Exiles or Spanish heavy unit in Spain to full strength.
8.2.4 Sertorian Legions (Delete and replace with): The Sertorian player places one full strength Sertorian legion in an unbesieged, friendly-controlled space in each Italian province he controls that already contains a Sertorian legion. The Sertorian player may choose to use some or all of these reinforcements to flip reduced Sertorian legions instead of building new full strength units –for every Sertorian legion not taken, he may restore two reduced Sertorian legions in Italy or Cisalpine Gaul to full strength. Sertorian legions are not considered Republican for any purpose whatsoever.
9.11 Retaining Cards Between Turns (Add): A player who has retained a card for the next turn may change his mind and play it if it is the last card in his hand and his opponent has two or more cards in his hand.
15.2 Provincial Control (Delete and replace with): A province is controlled by a side if more than half of the spaces in that province contain a PC of that particular faction; Tribal spaces count double and Major City spaces count treble for this purpose. In all other instances, the province is considered to be uncontrolled. Use province control markers to keep track of which player controls which province. Mons Herminius and Vesuvius are treated as tribal spaces which start every game under Sertorian control and are unaffected by Cards 44 (Spanish Tribe Revolts) and 52 (Persuasion and Diplomacy). Note the list below shows how many spaces are required to control each province.
SPAIN
9/16 Eastern Celitberia
8/14 Further Spain
6/10 Lusitania
9/17 Nearer Spain
8/15 Western Celitberia
GAUL
4/7 Cisalpine Gaul
6/10 Transalpine Gaul
ITALY
3/5 Bruttium
4/6 Campania
3/5 Etruria
3/5 Latium
4/7 Lucania-Apulia
3/5 Picenium
3/5 Sicilia
ASIA MINOR
8/15 Asia
5/8 Bithynia
2/3 Cappadocia
2/3 Cilicia
2/3 Galatia
4/6 Pamphylia & Lucia
4/7 Pontus
19.3.2 Winter Attrition (Delete and replace with): If the support limit is exceeded and there units of both sides in the province each side loses half the total number of units in excess of its Winter Attrition Support Limit, rounding down if they controls the province and rounding up if they do not. The side that does not control the province takes his losses first, roll a die to decide who goes first if neither side controls the province, 1-3 the Republicans go first, 4-6 the Sertorians go first. Example: Cappadocia has a Winter Attrition Support Level of 6, but there are 7 Pontic and 4 Republican units in the province in the Winter Attrition Phase, a total of 11 units, so 5 steps must be lost (7+4-6=5). As the Sertorians control Cappadocia the Republicans takes their losses first, as half of 5 is 2½ rounded up to 3 the Republican player reduces three of his full strength legions. The Sertorian player must also lose 2½ steps, but rounded down to 2 as he controls the province and he reduces 2 full strength Pontic heavy units. If neither side had controlled Cappadocia both would have rounded their losses up to three and they would have to roll a die to see who took their losses first.
20.4 Increasing Stability (Delete first bullet and add):
• Number of provinces in Italy controlled by the Republican player after Card 76 (Spartacus) has been played: 1 space per province (Victory Check Phase) – calculated every turn.
• Number of provinces outside Italy controlled by the Republican player that contain two or more Republican legions (or Galatians in Asia Minor): 1 space per province (Victory Check Phase) – calculated every turn.
23.6 Bonus Scenario
Sertorian Forces: There is no Spanish light unit in Lusitani in the final bullet (but there is Hirtuleius, the Exiles Legion and 2 Spanish light units)
Republican Forces: P. S. Vatia is placed in the proconsul pool and a Legate is placed in Tarsus (there may only be one proconsul)
Removed Cards: (Delete and replace with): Card 2 (Sulla Rewrites Constitution and Retires)
Card 57 (Dispatch Intercepted): Roll one die and on a roll of 3-6 randomly draw one Strategy Card from your opponents hand and add it to your hand.
Card 77 (Fannius and Magius Negotiate Alliance with Mithridates VI): Place Sertorian PC markers in all seven spaces in Pontus. Note: Marius must be placed in the same space as Mithridates.
