Card setup | China Einflusskarten

I just got this postcard in the mail today and after reading the English rules I'm still not clear on one thing. Are the cards all laid out face up so they are all available from the beginning, or are they stacked face up so only the top card is available until someone starts playing in that region? I'm leaning towards the former, but if someone knows for sure that would be nice. Thanks.

Yes, the cards are all laid out face-up at the beginning of the game as stated in the rules. Ownership of the cards will change through-out the game.

There would be no reason to restrict these to one card at a time.
