Let's say you are playing Science and Progress, so the University cards are in their own stack. Do these cards follow all the normal rules for play? The example in the rule book indicates you don't have to have the card in your hand before play. It says the University goes from the stack to the building site. This can be found in the "New Rules for Expanded Game" section under the first bullet.

I am not quite certain what you mean as "normal rules of play". The University cards are treated like Settlement and City cards, so you build them directly from their stack. They are never part of your hand.

However, they are still a building, and you place them in a city following the normal rules for building/improvement placement, if that is what you mean.
