Why can't everyone call your bluff? does this not make for the players to gang up on the leader by allowing those behind to let each other make 5-7 spaces moves

This has been one of the hardest part of the design - deciding who can call one's bluff.
When everybody could call, which was the case in the first versions, there was always someone to call one's bluff, and this resulted in too many calls, and then not enough bluffs.
Then we tried "left neighbor can call", but it was less dynamic and less fun, since one always depended on the same oponent's decision.
Then we tried the final rule, and thought it was well balanced.
