In a ten turn game these buildings cost 5 and produce 1 a turn. They can be built at the end of turn 2. So you earn 8 for a cost of 5, but don't break even before turn 8. That honks.

A simple rule change could make them much more attractive. Have players lose unspent gold. So you are investing in flexibility in being able to buy small buildings with change as well as increasing your chances of getting big buildings on rolls others can't. (I'd also lower the Fortress to 10, and make Saw Mill and Smelter circles instead of squares.)

Having not played kingdoms ( or even Battleground:FW for that matter (interested though)), I would say that sounds ok. Have no idea if it's balanced or anything, might have to up gold income a little.

Also you could put Smelter and Saw Mill as prerequisits for something greater or something, or have the return depend on when you buy it.
