If you were given 8 black hand starter decks (2 of each), how would
you approach to build 4 decks (1 for each of the clans)?
I am trying to build 4 decks which I can play with my friends. and if
they like it, we can slowly acquire some more commons to tune the
decks.

The natural way to start would be to go by each clan's strengths, and by that I mean disciplines. Tremere would use Dominate and Thaumaturgy, Toreador Celerity and Presence, Nosferatu Animalism and Potence, Malkavian Dementation. Once you do that I think a few obvious strategies emerge:
Tremere Bleed and steal blood (Theft, Cryptic)
Toreador Vote (and additional strikes? o_O)
Malkavian Bleed
Nosferatu Animalism Wall (maybe with bonus sewer lids to the face)
Three clans share Auspex. Tremere and Toreador could be turned into a block-and-fight deck easily. I wouldn't suggest multiple wall decks for beginners. Rather I would sideline a small amount of intercept for each deck.
The Obfuscate needs to be shared but the Malkavians likely need more of it. Swallowed by the Night is a good card to keep your Malkavian alive in combat, but if you like to put Thrown Sewer Lid in your Nosferatu deck they definitely need a few copies.
Is it just me or is that Nosferatu crypt awful?

Black Hand Starter Display Challenge Response
I would start with the idea that each deck should be able to interact
well with the others, with as many cards playable as quickly as
possible, avoiding situations that require special setup and vampires
that aren't included in the starters. I've put 3 Blood Dolls and a
Short-Term Investment in each deck, so that each of the four new
players can learn the value of the two different methods of pool gain.
As these are intended for newer players, the games will be a bit
longer and have more turns, so the slow regain of STI will be
acceptable.
