No, the fowl doesn't eat if there are foxes present (though the -2 fowl still gets to take its green cube).
The rules are a bit misleading here, because they suggest there first is a fowl feeding phase followed by a fox feeding phase. In the explanation of the fox feeding phase, the German rules state that no cubes are taken by the fowl.
