If a party congress card gets drawn and delegates need to be dropped off and a Dock Workers Strike comes up are the delegates required to stay on the train or can they disembark off the train?

It does almost seem like a paradoxical situation, however, the Party Congress card does not say the party leaders are picked up or delivered, but rather that they "require transportation" and that a player is payed for making such "transport" available, whereas the Dock Workers' Strike only has effect on "pickups and deliveries", which the Party Congress card also prohibits. So I would say that, no, the Dock Workers' Strike will not prevent the party officials from de-training. If one really wanted to be sticky about it, I guess there's always Xian to take the officals to, though, so it's not as if it's a complete paradox.
