In the 2 player game they have you use 6 locations and one player gets 2 thieves and 1 police and the other player gets 2 police and 1 thief, then on the next turn switch. So your playing 6 cards on 6 locations.---Why not play with all 8 locations and let both players have 2 thieves and 2 plolice every turn. Now your playing with 8 cards on 8 locations. It seems to me you would would get the same results and not have to deal with the switching roles part.

Played this variant last night...I acutally kind of liked the switching sides mechanic...I'm not sure why. Anyway, I vastly enjoyed the 2p experience over the chaotic 5p experience. I had pretty much written the game off last time I played it with five, as it was a pure luckfest, but at 2, you can really get into your opponent's head. Tons of fun.
