I love this little game! But as some others have commented on, I find that there is often a run-away winner, made even worse if you're stuck sitting to their right,

I was wondering about a way to slightly decrease the attractiveness of the harbor master role, and thought that one way might be to have the HM place a worker last rather than first. All other incentives remain in place.

I think this might be excessive as it would make it almost unnatractive being the HM. How about reversing the order for the first and last round

So round one, start with the player to the right of the HM and go anti clockwise

round two, as normal

round three, start with the player to the right of the HM and go anti clockwise

Only time I played it I was the runaway winner by getting a lucky pirate on the first round and then being the HM every round thereafter. It would have been harder if I had been placing last 2/3s of the time

A simple approach might be to simply rotate the harbor master. Sometimes I would love for those more timid in the auction should have more of a chance to win.
