In a footnote at the bottom of the second page of the printed rules, it states that the Reroll Clause is the "one exception" to the rule that you Wimp Out whenever "no Numbers, Flashes or Freight Trains come up". How so? If you don't roll something that could score while (clearing a Flash), you're done, aren't you?

When clearing a flash, the Reroll Clause takes effect prior to determining whether a roll scores or wimps out.
For example, if you rolled 6,6,6,3,2, you would score a flash of 6s and have to reroll the 3,2. If you rolled 6,2, you would be forced to reroll that result (those two dice). You must keep rerolling those two dice until neither of them shows a 6. At that point, you evaluate what you actually rolled to determine if you've wimped out or scored.
Of course, successfully clearing a flash relatively frequently leads to all dice scoring, invoking You May Not Want To But You Must.

Ah: one ignores rolls with flash-matching dice, even if they would otherwise not score.
Trippy rules writing.
