Example:

If you have 2 guys dead (in the second phase) and your opponent has all 4, do you have to move both of your guys in the first 2 moves of the phase.

Or can you pass and force your opponent to move first.

2 player game example: The opponent is starting player. They move. You move. They move. You pass. They move. You pass. They move. You get the final move.

I imagine not, but it came up in a game and I thought I'd ask. Maybe that if what Friedman means in his comment on the 2 player game?

As far as I know you have to move yours on your turn (or not move him, but pass) and then he moves the rest of his guys.

At least Yucata.de has such an implementation and I believe that one to be correct

Agreed. You cannot skip your turn. You can decide to move a token zero spaces (just flip them over where they are), as that counts as their move.
