Who casts the spells cast by the hydra spell, the hydra spell caster or original spell caster? (And correct me if Im wrong but it doesnt prevent the target spell from beeing cast in the first place, right?)
Example, A cast "Strength siphon" on B and takes a str from him, C casts "Hydra spell". The card only states that "treat the spells as if they were cast individually" not if the original caster is that new caster or the hydra caster.

Hydra Spell's caster is the caster for it, original spell's caster for the original spell. And no, Hydra isn't a dispel, it merely allows the adding of more targets to a just-cast Spell.
In your example, C could Hydra both A and B with Syphon Strength, which really hits B hard (-2 Str), but only if he has two gained Str.
