Isn“t this a contradiction?
and 2.)
a.) Are the General "Leader Bonus" and the Coordinated Attack Bonus (also based on a leader) cumulative?
b.) Are the leader boni of more than one leader cumulative?

The Combat Adjustment section should read: "This bonus does NOT convey to Indigenous units." (not allied units. Good catch!)
The Leader Bonus and Coordinated Attack Bonus are handled separately. Therefore, a unit within Leader Range of a Leader receives +1 to their individual attack score, which is then added to the Coordinated Attack score of all participating units. Once you have your total, you may then add the Coordinated Attack Bonus for a Veteran or Elite Commanding Leader.
Units within Leader Range of more than one Leader still only receive the +1 Leader Bonus, so no, the Leader Bonus is not cumulative.
