Quick question, are we allowed to use proxies (chips) in place of units? Or are the players limited in the amount & type of units that can be purchased/deployed?

Their original intent might have been to limit these in that manner, while YOU can utilize 'chips' to augment for yours, were that necessitated from your own experiences. For that matter, you could even accessorize this further with the inclusion from some of their other products and those unique pieces, although you may want to "spell out" beforehand upon exactly what these shall entail for everything.
