When exactly does the stock split?
Assuming current share price for clothe is 100 ducats.
On Player A's turn, she
1) uses rumours to boost the share price of clothe to 110 ducats. 2) Sells the 3 shares clothe at the stock exchange.
Do we get a split after the price is boosted past 100 or only at the end of each action?
So in this case, does she
a) Stock splits, share prices is now 60 ducats. She sells 3 shares. Price is reduced to 30 ducats.
b) Share remains at 110 ducats. She sells 3 shares. Price is now 80 ducats.

I do belive price controls and stock splits are handles like a state based effet before turn passes. where things can happen to effect the price but PC and SS wouldn't happen unless they are at the end of turn.
so if it would happen like you described in answer B
the price goes up to 110 and you sell 3 shares netting you 330 ducats and the price goes to 80. and then turn passes.
correct me if i'm wrong

The split occurs at the moment it crosses the line. Thus she must cause the split BEFORE she sells the shares. So say she uses two rumors to boost the share price from 100 to 110. The stock split occurs immediately causing the price to drop in half and thus moving the share price peg down to 55. All shareholders of the Tailor receive 1 VP per share. Then to complete her turn (assuming she's at the stock exchange) she sells her three Tailor shares causing the share price to drop to 25 ( the peg moves down 2 per share).

I stand corrected.
but a question on your response. if the price starts at 100 after you use one rumor wouldn't it force the split at 105? thus granting 1 vp to all stock holders and setting the price at 55? then you still have 1 rumor left in order to bump to 60 or 50 whichever you desire and then sell off for the 30 point drop.

To clarify, I merely was using Jerome's example where he mentions using rumors to bump the price to 110.(see his player A's turn (1)). It would take two rumors to reach that price from the 100.
But I agree with what you are suggesting, there is no point in wasting the second rumor, better to use it as you say to bump the price up an additional 5 since jumping to 105 causes a split to force the share price down to 55 regardless (due to the rounding up from half of 105). Thus you could indeed use the second rumor to bump the price up to 60 (or down to 50) before selling off your shares. A wiser choice certainly.
And just to be clear again, when the VP's are bestowed for a stock split, it is 1 VP per share owned. So this player who has only three, would receive the 3 VP's from the split, then cash in the three shares for ducats and leave everyone else with devalued Tailor stock.

Ok so for price controls does this work the same way?
Price is at 100 ducats for wheat. Player A purchases 4 cubes from the docks.
a) Price rises to 120 ducats then Doge decrees price controls. Price is now 40 ducats.
b) Prices rises to 105 ducats, Doge decrees price controls. Price is now 40 ducats. Price rises another 3 slots to 55 ducats.

The correct answer is A. Each cube purchased causes the Grain price to increase by 1. So the price rises technically to 120. The player's turn is currently involving his time at the Docks and his action there has caused the price to go OVER 100. As soon as the purchase is made (he would pay 400 ducats for those 4 wheat units, phew!, pricey grain, hope it's worth it), the Grain price immediately drops down to 40.
B is incorrect since the purchase of the cubes at the docks are always made at the current price no matter how many are bought in a particular color. Only after the purchase is paid for are the pegs adjusted.
