It's a destabilizing card when it comes up. If you have already invested your turns to gain ownership of the iron works and then the smelter comes up on special, you're most likely doomed.

Well, I don't see how you can be doomed by owning the Ironworks... but that's a 'problem' (if any) with any special building... Go to the Marketplace if you think you might be "doomed".
