Imagine a 3 player game. Say Player 1 is building his/her 7 cards and at card 4 throws down a quarrel card. Player 2 wins the quarrel but Player 2 is also suppose to go next in regular turn order after Player 1. What is the proper turn order in this situation?
What is the right outcome for this event? Does Player 1 get the remaining cards to get to 7? Does Player 2 get to go after resolving the storage and card discard or would it be Player 3's turn?

Good question. Whenever a Hoard or Quarrel is played, whomever wins gets their turn immediately. All other parts of the previous players turn is skipped. When drawing cards a player takes a risk of not having a chance to store with the more cards they take. You never know for sure when an action card is going to come up.
As a reminder, the sequence of a turn is always Draw, Store, Discard. One never goes back to drawing once a player has stored and their Discard to the Hoard pile ends that players turn.
The action cards will only come up durring a players draw faze.

In the rules for Quarrel it says 'Winner takes all cards played during the quarrel. Winner then stores and discards.' You said that the winner gets their turn immediately, so are you saying that if you win a quarrel you then get to draw before you store and discard?
In the exceptions it says that if the winner of a hoard has less than 7 cards then they can continue drawing before storing but it doesn't mention quarrels.
