Per this post, you cannot purchase cards after taking out a loan:

Per this post, purchasing a card isn't an action, therefore you can purchase a card after taking a loan:

So which is it. I'm inclined to go with Zev, as he's the publisher and his post appears later, but wish there could be a definitive answer in the rules forum.

Zev answer was definitive. Someone else saying how they play it differently does not reopen the question. It just means someone is not playing per the rules, as clarified by the publisher.
As in Tycoon, if you take a loan, that is all you do that turn.
