Question about this card: can you still use him when your master builder would be set on the "0" place? You'll still have a downside, because you skip a turn with your master builder, but still receive 2 gold. Your thoughts please?

I'd say yes, you do get the gold. The 0 spot is just like any of the other spots on the track, you're giving up the opportunity to place before some others, so you get a reward for doing so.

I'd argue that the card would give you $2 even after the track is filled up, as long as there are still workers in the bag, and you pass immediately when yours is drawn. (I think that can happen with higher player numbers).
