It seems it is possible for the English to prevent the French from ever Rallying any of their Disordered troops. The method is as follows:
Always attempt Seizure:
a) if it fails the French get a Free Activation (in which they cannot Rally), after which you attempt Seizure again.
b) If it succeeds, perform your Activation and then Pass immediately afterwards so that the French can't perform Seizure. The French then get a Free Activation (in which they cannot Rally), after which you attempt Seizure again.

Reading the SSR, that does seem like it would work to prevent the French from ever Rallying their disordered units. Agincourt was a huge English victory.
It might not always work to your advantage tactically, depending on the situation on the field. Try it and let me know.

I did try the tactic and gave up the game because I was not prepared (as the French) to move a line of already-Disordered units up to the English. The rules seem to allow the French to Pass (after Orleans initial activation) and take no Activations at all. So the French counter-tactic is to Pass continually and (after Orleans has been shot to bits) dare the English to come out to get the remainder of the Flight Points they need.
Maybe I should try the non-historical version 
In fact this is a general deficiency of the game system, it relies on one side to attack in order for there to be a game, whereas in real life there was an element (time or chivalric code) compelling one side to make the running. I was thinking of suggesting that there should be a time function (measured in terms of Activations of the "Attacking" side) and if time elapses then the Defender wins. Measuring in terms of Activations of the Attacker alone prevents the Defender from running the clock out by Activations in which he does nothing.

Yes. I mentioned this before, any battle game that does not include geographic objectives or some other Victory system that forces one player to fight to obtain Victory, involves a compact between the players to actually fight.
