My friend and I have a disagreement of the definition of set of the same number of cards of a lower rank (pg 7). He holds that any cards that are lower than the last one played are a set. I contend that all cards played must be of the same rank (excluding the joker). How does everyone else play this?

Yes, all the cards of a set must be of the same rank (and the Jester becomes the rank of the other cards in the set). If they're not the same rank... they're not a set.
So... if you play four 7s, your friend could play four 6s, four 5s, four 4s, three 3s and a Jester, or two 2s and two Jesters. And that's it. If your friend can't play any of those sets, he must pass.
