Can you combine Rebel Alliance and Contact Specialist (so the cost is -3)? I thought you could but my opponent argued that once you use the Rebel Alliance power the world is no longer a military world so that Contact Specialist wouldn't apply. So do the two powers happen simultaneously or does one happen after the other?

Thoughts?

Your opponent is correct. You apply powers in any order you wish but you must completely apply one before moving on to the next. So in this case, if you use Rebel Alliance, it changes the world from military to non-miltary, so you can no longer use Contact Specialist.

Note that Rebel Pact *does* stack with Rebel Alliance or Contact Specialist, since it specifically discounts red-to-black settles. Also, Replicant Robots would work in combination with Rebel Alliance, as the world has been changed to black.
