I see people say Razzia is better than Ra for two. And I see the ratings give it a much higher "recommend".
But why?
The ratios between the various types of tiles/cards are roughly the same, but there are fewer total in Razzia. The only reason I can think of is that the smaller total number of tiles/cards makes card-counting more important in Razzia, roughly similar to how it would be in four-player Ra.

Maybe it's simply that Ra was originally released without rules for 2-player, so people were / are less inclined to try it with 2. Razzia! had 2-player rules immediately upon release.
My feeling is that Razzia! is best with 3 but also very good with 2. I haven't played enough Ra to have an opinion on what player counts work well with it.
An unusual factor... Razzia! is small enough that 2 people could play it on a plane or train or other smallish space. Maybe it gets upgraded for that.
