Your example cannot happen!
If player A casts Toadify on a creature (or character) and player B casts Reflection on the Toadify Spell, player C cannot cast Hydra Spell on the Toadify Spell, as it needs to be cast immediately after Toadify has been cast.
Therefore in your example, Player A casts Toadify on an Enemy, player B casts Reflection on Toadify. Player C cannot cast Hydra Spell on Toadify.
Player B rolls the die for Toadify (the player who cast Reflection does the rolling as it is treated as though he cast Toadify). If he rolls a '1' he is turned into a Toad, if he rolls '2-3' there is no effect, or if he rolls '4-6' player A becomes a Toad. Regardless of the result, player A must then fight the Enemy in battle!
