The rules doesn't say that you need to pay any depot to take cards from your own warehouse.

I fail to the the purpose of placing out additional depots on the map if you gain nothing from them.

It never says that the depot has to belong to another player, only that it must belong to a player.

Presumably "a player" is intended to mean ANY player. It is admittedly unclear. However if we're going to interpret the rules based on what is omitted or not specifically stated, you could read this to mean that you're not allowed to take cards from your own warehouse at all.

1) You can place the depot right before connecting to it and thus immediately taking cards from your own warehouse before your opponents have a chance to respond.

2) Stations cannot be built on cities containing depots, thus it's an effective station-blocking strategy (assuming you'd rather build your own stations someplace where you really need them).

Yes, as I read the first part of the rules you quoted, everything was perfectly clear.
But then they add an additional rule saying "Players may pick cards from their own warehouse...", and suddenly it sounded like there's a difference. And since the regular depot payment wasn't mentioned for the new rule (which aparently wasn't new), I got confused.

Ok, you're right. It costs you 2 depots instead of 1, but if your first depot is fully connected, you can add as many cards as you want with no fear of losing them. (Except if there's no cards at all in play).
