The rules (at least the French ones) aren't all that clear when it comes to playing a "card combination" in order to invoke a god.
For construction, the rule are clear: a combination is either a group of tax cards, or a group of different resource cards.
But for invoking a god (a section that comes BEFORE the construction section in the revised rulebook), there is no such distinction. It just says "a combination of three cards."
So I'm playing it the same way it's played in the construction phase. What are you guys doing?

The definition of a combination is the same as in the construction phase. At least, that's the way I've always done it. I see no reason why it would be different.
