I am from Germany, so i have the german edition. I found 2 differences between the german rulebook and the english ones. Which one is correct? Who knows the french original rules?
First difference: situation: a player looses all his tokens
english rules: "It is possible that an active civilization can lose all of its tokens through enemy attacks. The empire can be preserved (perhaps to keep an existing declining empire intact) or declared in decline. It still takes, as usual, a complete turn to put the empire in decline. If placed in decline, the previous declining empire is still removed from the board - even though the new declining empire has no provinces. For one turn, the player will be completely off the board."
for this case the german rules say: "....Der Spieler erklärt den automatischen Zusammenbruch des Reiches..", in english: The player declares the automatic decline of his empire.
so, in germany it´s not allowed to preserve the empire after total elimination of a civilisation.
a question is also when - in case of declaring the decline - the tokens of the old declining civilisation have to be removed. immediately after the active players turn or in the beginning of the turn of the eliminated player?
second difference: situation: expansion the german rules say you must use all your tokens in the expansion step. no left overs! this sounds very restrictive. example: a player has 4 tokens left and could conquer province a or b. a would cost 3, b would cost 4 tokens. reading the german rules strictly, he would not be allowed to conquer procince a, because in this case he would have a left over of 1 token which he, lets say, could not use for another attack.
in the english rules i cannot find this problem.
so am i allowed to stop my expansion whenever i want, before using all tokens and just use the left over in the reorganisation step?

First case: English rules are correct (they match the French ones); second case: I think it is possible to interpret the German rules in such a way that they mean what the English ones say, namely that you may not voluntarily withdraw tokens to your supply. It's a bit of a stretch though.
