The book states players take turns rolling and placing dice until one player has placed all his dice on buildings. Play continues to the end of this round (the player to the right of the start player).

1oes this mean that when a player places his last dice each player only gets one more roll and must follow the placement rule which may result in too many dice to place in one turn?
2:If so what is done with these dice?

Yep!

So note that sitting directly to the right of the start player in a round is a powerful position, because (given the proper roll/reroll) you can spend all your dice, ending the round without anyone else getting a final roll. and leave everyone else stuck with unplayed dice.

Yes, that's right.

That's a nice little bit of "screw you" in this game. Even if, as start player, you placed all your dice in a turn, you're giving everyone else a final turn. But if someone else in the round places his last dice, you won't get that final turn.

It's good to be the start player -- except when it's not.

Every die placed pushes the round closer to the end, so you can't necessarily hold back and wait to see what everyone else is doing or hope for a better roll on a future turn because you might not get that turn.
