I bought the version by Mattel, and the stairs are confusing me. The rules have a different pattern for 2 player and a different height for 3 player than the actual mask has. Which one is correct?

Interesting. I thought I would be able to help and went to grab my copy, but discovered I have the Educational Insights Edition, and didn't know Mattel picked it up. In my edition, the template is called "steps", not "stairs". The templates show the base of the structure looking down from above, which limits where the pieces can be placed on the board. The height images for number-of-players shows how high up each row of the structure is allowed to be. (I'm sure you're clear on that.)

If the image on your templates or rules don't make sense then use these instead.
