It sounds good, but it is not clear to me how exactly the expansion is applied to the main game. Is there also a set of rules wih it?

As I understand the rules are on the expansion; it's just a single page that each player will receive and fill out before play.
The form allows each player to choose specific resources at start of game: roads, cowboys, money, etc. Also, some special abilities as well.
This allows each player to decide on specific strategies, balancing their approach to each play of the game.

The expansion is a single-sided sheet of paper. I think it's just for an alternate game setup, and doesn't affect game play itself.

So, in case you decide to lose 10VP to earn 20$, would you start the game with
-10VP?
The first column represents the result of not investing, I suppose.
