I've currently got the 19th printing of Munchkin, but no expansions. I was in a game shop the other day where the guy was trying to convince me that GUAL was a complete replacement deck. But that's not my understanding, that this is a supplement to already having purchased dozens of expansions (just giving you the cards that have actually changed), but you need the expansions to add balance.
I haven't seen a card list, so I'm still unclear on this point (and since I've only played the base game, a card list may not help me answer it anyway :S)
Am I misinterpreting?

You are correct. It is only an update to several cards across all the different genres of Munchkin, bringing them all in line with the most recent rules overhaul. More information (including the Rules sheet and a complete card list) can be found here:

Edit to add: Just for reference, though, the 19th printing that you said you have is the most up-to-date, and does not need any cards from GUAL.

Paul is correct in that you do not need GUAL. In fact, since you have 19th printing the fantasy Munchkin cards in GUAL will look a tad out-of-place with your printing of Munchkin.
GUAL is for the existing fans who have tons of cards; rather than have to buy the newer printings to feel up-to-date all someone needs to do is buy GUAL.
Your best bet is to grab individual expansions as you look to add to your game, and not the GUAL set.

Hey! I also bought level up as I thought that this is a standalone game but there are no monsters at all
So, can anyone tell me what else should I buy. I'm newby. Should I buy all prev sets? And is there new rules anywhere and not just corrections?

I have to check the box, but I'm fairly sure Go Up a Level does say that it contains replacement cards and is not a complete game.
The base sets are the $24.99 retail boxes and are complete games. Only consider buying more when you need to since a base set should give you a few hours of enjoyment if you like the game, and then decide if you want to buy expansions to that set, or if you want to try other themed sets.

My impression is it's best to start with the base set then work your way through the rest...
