Normally only a single prospector may be located at any intersection, but two prospectors may share an intersection that is located along the river.
If an intersection is "full" am I permitted to move through it, stopping at a different intersection?

Yes, you can always move through an intersection; you just can not stop there if it is full.
Edit: So it's not just "sez me", refer to the third picture down on the far right side of page 2. The green pawn moves through the intersection with the blue pawn. (Note that the two overland moves are allowed only because the green player has a horse, according to the caption.)

The rules state "When a prospector moves to an intersection that is still partically unexplored, he must end his turn and explore the land in up to 4 steps"
What does this mean? Does it mean the player places 4 map tiles???

I believe 4 is the maximum number of tiles that could need to be placed. The number of tiles needed depends on how you place them. You place tiles until the intersection is full.
But the 4 steps mentioned in the rules are: a) place river tiles first, if needed. b) when done with river tiles then place diamond shaped land tiles that fit. c) place triangle shaped land tiles if needed. d) add the markers for gold, animals...
These are the four steps you perform, in this order.
