Perhaps inspired by Conquest of the Empire, has anyone tried importing rules or mechanisms from Struggle of Empires into Attack!? It seems like there are a few things you could graft on, if not build an entire new set of rules.
Alliances seem particularly easy to import. Prior to each round of turns (or "year" in the Deluxe game), players conduct an auction to set alliances for the upcoming series of turns. Bids are made with Production Points, and allies can send in their units from neighboring regions to aid you during battle. Perhaps Alliances, rather than the pre-defined relationships between Government Types, could also define the costs of Negotiations in the Deluxe game (i.e., 4 PP to take over Government Types in your Alliance, 8 for those in the opposing Alliance).
I'll add thoughts for Unrest and other stuff as I consider them. I'd be interested in finding out if anyone else has thought about this too.

Yes good idea , I think just adding the auction for alliance biding at the start of each year in Attack Deluxe would be a good idea!.
I also like the idea of actually placing factories on the board mines for minerals cities for popultion.
Then there would be some extra strategic value for certain areas.
