Say I want to buy the 15 Bridge Upgrade card. I'm assuming this card give me 15 points? And do I pay for it using 15 of my point tokens? if that is the case, I don't get the point. is it just to claim the 1 point bonus that you get while buying a card? Doesn't seem quite right to me.

Upgrade cards may be purchased for face value but award players an additional point bonus for each card at end of game.

Because the cards are stacked from highest to lowest, players that upgrade their bridge early do not benefit as much as those that purchase upgrades later in the game (deeper in the pile).

For example, if I am the first to purchase an upgrade I spend 15 points and claim 15 +1 for a total of 16 points at the end of the game.

If another player purchases the 8 and then 7 upgrade cards with his 15 points he is awarded with 8+1+7+1 or 17 points at end of game.

If the third player purchases the 6, 5 and 4 cards he spends 15 points and is awarded 6+1+5+1+4+1 or 18 points.

I see what you're saying...you could use those same points later to get smaller denominations of points but more bonus points in the process. thanks for the quick response!
