OK, so the English version of the rule book is horrendous in grammar,
When one own a cannon, it means an attack wins on a tie against a city, a villae or another landscape with a fortress. The people i played interpret this as ties against fortress (cannon advantage on walls) but to me this would mean its pointless to list city and village. i think you win ties against any city, ties against any village and ties against other cards if they have a fortress....

You're correct. The cannon is effective against cities, villages, and anything with a fortress. The cities and villages do not also need to have a fortress in order to use it.
It is not effective in breaking ties when attacking "normal" landscapes that do not have a fortress.
