I know that he is only able to use his ability to draw from a pool of characters from the basic game, and I assume that if any basic characters are being used in the game then they are not available to Gregory Deck, but what about the possibility of basic characters being used as life markers?

If I'm playing with cards that allow players to switch characters with the card they're using as a life marker, then I assume those are always off limits to Deck. But what if I'm not playing with any such cards? Should I ensure that only expansion characters are being used as markers so that Deck has the largest possible pool of candidates for his ability, or are they still off limits even if there is no method for otherwise bringing them into play during the game?

That's what we do when I play. After it's been revealed that Gregory Deck is someone's character, everybody checks their life marker to see if they need to exchange it. Technically, those life markers are not in play, so they should be available to Gregory Deck.

Consider that the newer versions of Bang! come with little cardboard bullets to be used as a life tracker, in place of using a face-down character card.

In our game, we simply separately the basic game characters, and only play with Dodge City characters with WWS characters. Generally, we thought the DC and WWS characters are more powerful, so it's ok.

It also increase the chance to use the WWS characters, which we just recently brought

We do something similar sometimes. We separate each expansion's characters, and deal each player one character from each expansion. So you get 3 characters to choose from (one from each expansion). This helps with fairness of choices, but still gives a chance for you to choose an older expansion's character.

However, most of the time everyone would pick the WWS character, so we stopped doing this because we were seeing the exact same characters over and over. Now what we usually do is just mix them all and deal each player 3 random to choose from.

Doesn't he come across as too powerful? Constantly having two powers even though they are not consistent sounds like it is a huge advantage.

All of the WWS characters can be considered "too powerful"; that's the point of the expansion. However, Deck has lost more than he has won in games I've seen him used. I think Teren Kill is a better pick, though not as fun. With Deck, others tend to target him early and often, because they fear his power. Other strong characters, like Willy the Kid, might not get targeted when Deck is in play, so they can have a greater impact.

Also, if Deck gets stuck with useless characters, watch the player carefully when he begins his turn: if he forgets to trade them out before he draws, and then tries to backtrack, don't let him. devil It's an easy thing to forget, and helps equalize his power.
