What happens if I have to move a sheep because of "shear panic" and that sheep can't get to push any other sheep?
does she move just one space or does she not move at all?

When you move a sheep (due to lamb-slam/sheep panic)there is no requirement that you push other sheep. It only states that *if* there are sheep in your way, then you push them.

I thought there was this kind of requirement, in all the examples in the rules there is a pushing maneuver when referring to "ram".
