For the vanilla game, a fast (5-6 turns, 4-5 cities) and cheap development strategy was sometimes sucessful in 2P games...versus longer (7-9 turns, 6-7 cities) and more expensive develop strategies. tLBa games take some more turns to over...so is now possible to sucess with a few cities or to grow up to 6-7 cities is nearly 'mandatory'?

My wife has regularly won staying at 4 cities, but I'm a greater fan of developing to 6.

Yes. Going for the granaries and preservation combo can be an especially powerful move with as few as 4 dice. Throw in agriculture and the game is close to over. With any workers you do get, build some monuments but reroll them in general. Food and skulls should be the only thing you care about. The game can end in as few as 8 turns. It will be low scoring, but yours will likely be the least low.
