The rule booklet says 13, bgg short description says 14.
In the base game Chicago Express the company boards list the number of trains that one needs to put there at setup. For the starting companies this number is one less than the total number of trains available, for Wabash it is the total number of trains(11). The Erie company board has 13 on it, so following the previous logic the total number of trains should be 13 for the Erie. At Erie startup one will be placed on Buffalo, and should be only 12 left to expand the Erie. So is the total 13 or 14?

Erie has 13 trains for building track...one gets put for free in Buffalo when the Erie share is auctioned. The one extra cube is for the Income Track. In the CE version, there is an income disc instead of cube.
Edit: At least that's what I thought. Looking at this image, there are clearly 14 trains, though the Queen rules state 13...

I think I did that wiki edit for the description, so don't take it as gospel truth.
My copy came with 14 brown trains (and one income disk). My base game came with 2 extra yellow trains and 1 extra blue train, so it is possible that I got 1 extra brown train.
A quick show of hands as to how many trains/track cubes we all have would clear this up.

We do know that Wabash Cannonball Expansion: Erie Railroad came with 14 cubes, one of which is used for the income track.

This extra Erie train in the Queen edition, if inadvertently used, makes a world of difference when it comes to the "three companies out of track" game end condition.
