The rules state:

2.3.1 Destroying strongholds. If there are no
segregationist player’s units in a city with a stronghold
defense factor and the civil rights player makes a
successful protest in that city, the stronghold status is lost.
Place a No Stronghold marker as a reminder that the city’s
stronghold defense factor will not be counted in future
protests.

How can the Civil Rights player make a successful protest in a city with no Segregationist units? I though you couldn't win a protest without losses on one side?

The rule needs to be rephrased. Thanks for pointing that out.

The winner of a confrontation is the player that gets the higher number on the confrontation results table.

As long as there is no freedom marker in the city for that type of protest, the CR player can attack in a undefended city. The protest fails only if the CR player gets a 0 result on the CRT.

The S player cannot make a mass arrest when there are no CR units in the city, because there are no troublemakers or agitators.
